Cash bond set for suspect in deadly Beltline hit-and-run

He faces up to 25 years in prison and a $100,000 fine, if convicted.

MADISON, Wis. (WMTV) - Cash bond was set Monday for the man identified as a suspect in a deadly hit-and-run on the Beltline.

Jules Tougna Tamen, 59, appeared in Dane County court for his initial appearance, where a court commissioner set his bond at $10,000.

Tougna Tamen would have several conditions to follow if he posted bond, including not being allowed to drive a vehicle, surrendering his passport, and not leaving Dane County without court approval.

Tougna Tamen will appear in court again on Feb. 14 for a preliminary hearing.

Madison Police Dept. reported the suspect turned himself in around 10 p.m. Friday. A criminal complaint filed on Jan. 30 referred to a charge of hit-and-run resulting in death against Tougna Tamen.

The Dane County Medical Examiner’s Office identified the victim on Jan. 29 as Jaitaja Graham. Officials indicated the 23-year-old died from the injuries she suffered in the crash.
